Abstract
The quadtree partition is often used in fractal image compression to achieve variable bit rates. In this paper, we propose a split decision function based on fuzzy integrals - fuzzy mean error (FME), that can improve image coding quality while speeding up the encoding process. Our proposed split function is compared with other commonly used split decisions. In the paper, we also demonstrate that it is difficult for a split decision function to obtain an a priori estimate of the threshold for encoding a given image at a given quality level.
