Abstract

A new model for network design problem (NDP)is developed on the basis of logit-based stochastic user equilibrium (SUE) assignment with elastic demand. A solution algorithm is proposed for the SUE assignment with elastic demand, in which the travel demand is a function of the perceived travel cost between the origin-destination (OD) pair. The mathematical programming model for NDP is formulated. A simplified example network for Hong Kong and the Pearl River Delta is taken as a case study. It is expected that the tool developed would help the authorities evaluate, at a regional level, alternative transport networks efficiently and consistently.
