Market mechanism for reactive power management

Abstract

This paper proposes a novel reactive power management mechanism in the open transmission access systems. Modified OFF model is formulated for the optimal reactive power dispatching problem. With the system reactive cost separated into the generator side and the loading side, a payment and charge scheme is established. A cost saving concept is applied to evaluate cost of the reactive power for real power transportation of different generators. The difference between cost of contributing reactive power support and the cost of reactive power requirement for real power selling of each generator is used to remunerate its reactive power support. Loading side cost responsibility is recovered from the charge of reactive load with location and amount of taken into account. The independent reactive compensator as an important reactive market participant will be paid according to its incurred cost. The validity of the proposed mechanism is examined using a modified IEEE 14-bus system.
