Abstract

This paper presents a study on the integration of geographical information systems (GIS) and expert system technologies for the purpose of reorganizing area boundaries (redistricting). Within this framework, GIS provides functions for spatial data modelling and analysis, while the expert system handles the rules used for redistricting. Based on Arc/Info GIS and the M4 expert system, a prototype artificial intelligence redistricting system (AIRS) was developed and tested in this study.
