Abstract
In order to transmit video content to different end users, video transcoder has been adopted to re-shape the precoded video stream for different purpose. In transcoding process, pre-coded video stream can provide useful information to improve the performance of transcoder. In this paper, bit rate generated in pre-coded and transcoded video stream is analyzed. Based on this analysis, a frame layer bit allocation scheme is proposed to assign different number of bits for each frame according to the criteria that generating output video sequence with smooth visual quality. Experimental results show that, our proposed method can reduce the video quality variation.
