Abstract
Many problems emerged from the expressway development in China. In order to appraise the expressway construction project management (EC-PM) effectiveness, in this paper, a Group decision Analytic Hierarchy Process (G-AHP) model is set up, which is based on AHP, and through group decision method to define its structure and to clear its parameters. Then apply the G-AHP model to the selected 7 expressway construction projects in Guangdong Province, south China as cases, and give out their concrete numerical effectiveness. This apprising has drawn the following three significant collusions: the first is that the EC-PM effectiveness in Guangdong expressway construction is wildly lower in the earlier time, the second is that almost all projects except Meihe , which have successfully conducted the Complex Value Management(CVM) into the management process, neglect the management on subjective elements, even on the objective management, such as quality control, cost control, time plan control, etc, are generally in lower effectiveness, other objectives such as ecological environment protection, local culture and touring resources utilizing are usually be omitted too, the third conclusion is that as a new EC-PM mode, the effectiveness of Meihe mode is the best, this shows that this mode has the promoting value.
