Employment of Value Management for Different Procurement Systems in the Construction Industry of Hong Kong

Abstract

Although the traditional competitive tendering is still prevailing in the construction industry of Hong Kong, other types of procurement systems aiming at incorporating the technical know-how and management skills of constructors have been gradually adopted by the industry in the recent years. Hence, traces of Design and Build, Turnkey, BOT, Project Management, Construction Management, Management Contracting can be found in Hong Kong. The authors have recently conducted a survey to investigate the problems in applying Value Management (VM) to different procurement systems. Results show that VM can be applied irrespective of the types of procurement system used. However, much resistance is experienced from the design teams in the traditional system in which architects tend to resist altering their original design according to the contractor’s VM findings. Project management is found to be the ideal system in applying VM. The study presents a detailed comparison in applying VM to different procurement systems.
