Abstract
The lack of or improper utilization of personal protective equipment (PPE), referred to as PPE noncompliance, poses a substantial risk of fatalities and nonfatalities to construction workers. This study investigates the factors influencing noncompliance with PPE among construction workers in India, marking the first comprehensive exploration of this issue in the Indian context. Utilizing a structured approach, the research comprises three phases: identifying factors from existing literature, evaluating their influence through a Delphi survey, and ranking them using the multiattribute decision-making method [i.e., technique for order of preference by similarity to ideal solution (TOPSIS)]. The findings reveal that the most significant barrier to PPE compliance is the lack of availability and accessibility of PPE, followed by insufficient management support, poor risk perception, absence of safety rules and policies, and issues related to PPE quality, fit, and comfort. The findings provide a foundation for developing strategies to foster a safety culture and increase PPE adherence among Indian construction workers.
