Departure time scheduling considering punctuality reliability in a bottleneck with degradable capacity

Abstract

This paper proposes a departure time scheduling model for a single bottleneck susceptible to degradable capacity and exogenous random delay time. Instead of considering uncertainty or scheduling costs as additive attributes that are to be traded with congestion delay and other out-of-pocket costs, we hypothesize that punctuality reliability plays an important role in travel choices. Specifically, in trip scheduling during the morning commute, this model considers punctuality reliability to be a performance measure to be captured explicitly, in relation to travelers' valuations of travel time, earliness and lateness, the level of travel time uncertainty, and the bottleneck (or network) capacity. Some numerical results are provided to illustrate the new insights gained from this modeling platform.
