Current situation analysis of the government invested project management

本文从政府投资项目的特征入手,分析了我国政府投资项目管理中存在的问题及其原因。对政府投资项目改革试行的工务局和代建制模式进行了分析,并指出了这些改革在应用中存在的不足之处。本文研究表明我国政府投资项目的管理需要进一步改革,并指出需要一个正确的指导框架来引导这种改革。||This paper highlights the shortcomings and their causes in implementing government-invested projects in China. Based on the understanding about the characteristics of government-invested projects, causes affecting the effectiveness of managing the projects are grouped and examined. The paper presents the principles of two typical mechanisms introduced for reforming the management for government-invested projects, namely, works-bureau and agent organization mechanisms. The benefits and weaknesses in the applications are highlighted. The study suggests that a proper framework is needed to guide the reform in implementing government-invested projects. And this research team is going to find out this framework in the next stage of their research.
