ASSESSING COST-EFFECTIVENESS OF MULTI-TYPE DETECTOR LOCATION SCHEME FOR MULTI-PERIOD SPEED-FLOW ESTIMATION

Abstract

Owing to budget limitations, traffic detectors cannot be installed on all of the links in a road network. Thus, optimizing the locations of a limited number of detectors is crucial for the development of various intelligent transportation systems. The cost-effectiveness of traffic detector location scheme is quantified according to the reduction in estimation error for link speeds and flows per unit of additional budget. This paper develops a multi-type detector location model for estimating multi-period network-wide link speeds and flows while considering their day-to-day variations in an hourly period throughout the year. The link speed and flow estimation problem is formulated as a bi-level model, in which the upper-level model estimates multi-period origin-destination demands assigned by the lower-level model to the studied road network to obtain hourly link flows and speeds. The case study demonstrates the cost-effectiveness of the multi-period multi-type detector location scheme and provides valuable insights.
