N2 - Increasing traffic volume and capacity problem of over-populated cities need the assessment of road pricing to decrease the dependence on traditional fueled automobiles. This study evaluated the influencing factors of the public acceptability of congestion pricing of Nanjing. A sample of 202 car-users were used for the proposed test. Results show that the personal norm and perceived behavior control are associated with predictors of acceptability while factor of effectiveness doesn't show a relationship with fairness. The acceptability of congestion pricing is low due to restricted practical implementations and can be improved if congestion pricing schemes are to be implemented. Furthermore, results also show a low association between congestion pricing acceptability and socio-demographic variables. Finally, we proposed strategies for packaging road pricing to increase the willingness of acceptance level in city areas. They include an information campaign, public transport improvements, trials, communication, accepting citizens as “social influencer”, transparency and tailored consultation.
