Abstract

Sustainable building has been becoming future development trend in building sector. Building Energy Efficiency Retrofit (BEER) supports excellent opportunities to reduce energy consumption in buildings as well as encourage environment protection, rational resources use, occupants' healthcare, which help existing buildings improve sustainability. Energy Performance Contracting (EPC) provided by Energy Service Companies (ESCOs) is a market mechanism to provide financing and technologies support to energy efficiency projects. EPC mechanism has great advantages for building clients to conduct building energy efficiency retrofit and improve sustainability of existing buildings. This paper aims to implement the sustainable principle into Building Energy Efficiency Retrofit (BEER) project and establish a sustainability performance measurement framework for BEER under EPC mechanism. This paper first explores relationships among sustainable development, BEER, and EPC. Then this study finds sustainability measurement gaps through reviewing the current sustainable building systems. After that an assessment framework for measuring sustainability performance of building retrofit projects using EPC mechanism is developed based on Balanced Scorecard.
