A research framework for developing a benchmarking model for construction projects in Hong Kong

Abstract

China's energy consumption in building sector has great influence on the world energy markets and the global environment. A series of policies have been set out to support Building Energy Efficiency (BEE) by the Chinese Government, however, the effect is limited and BEE market share is still small. Experiences from developed countries show that government plays an essential role on BEE promotion. Therefore, there is an appeal for research on China's BEE policy, which has a high potential to be improved. In this paper, Chinese Government's role in promoting BEE is classified into five categories: 1) strategic planner; 2) policy-maker; 3) incentive motivator; 4) financing hub; and 5) Advocator. The current policies for BEE promotion are reviewed and evaluated according to each classification. Afterwards, key research issues, which are the main concerns affecting the effects of BEE promotion, are proposed and analyzed based on the classification. With the identified research issues, main considerations could be collected for future study.
