A rate control algorithm using human visual system for video conferencing systems

Abstract

A novel rate control algorithm is proposed for block-based video coding. It is found that existing rate-control algorithms may not achieve a good balance between spatial and temporal quality automatically and may not suitable for bandwidth fluctuant situation. To solve this problem, we have proposed an algorithm that takes into account of the human visual system (HVS). The algorithm is able to adjust the operating point of the encoder automatically according to the motion of the sequence. Simulation results have demonstrated that it can achieve a better balance between the spatial quality and temporal quality even at a bandwidth variation situation such as the Internet.
