Abstract

This paper investigates the effects of a non-zero location parameter on the path-size weibit stochastic user equilibrium (SUE) model. A location parameter indicates the perceived minimum potential travel cost between each origin-destination pair. Considering a non-zero location parameter reduces the perception variances route-specifically and leads to route-specific coefficients of variations (CVs). The latter is regarded as a risk measure in predicting choice decision behavior when cognition of choice outcomes and their variability happens experientially and over time. The route-specific CVs partly resolve the insensitivity to an arbitrary multiplier on route cost. Then, an equivalent probability-based variational inequality formulation is developed with a path-based self-adaptive gradient projection algorithm for the solution. Numerical examples are provided to demonstrate the impact pattern of and robustness of the algorithm.
