Abstract

This paper describes a new methodology for sampling counting stations for the Annual Traffic Census (ATC) in Hong Kong. The ATC aims to provide data for the estimation of annual average daily traffic at road links, and annual vehicle kilometrage at different segments of the road network. The required precision levels in the estimation of these key parameters are used as a basis for the formulation of the sampling strategy. Cluster analyses of counting stations are also employed to enhance the efficiency of the sampling strategy.
