abstract = "This paper develops a railway passenger equilibrium assignment model to consider both reliability and unreliability aspects of travel time variability in the route choice decision process. In this context, the mean-excess travel time (METT) concept developed by Chen and Zhou (2010), defined as the conditional expectation of travel times beyond the effective travel time, is adopted to model passengers{\textquoteright} evaluation of different travel options in railway networks. Moreover, the unreliability of transfer between trains is considered in the METT. The unsuccessful transfer probability is calculated based on the delay probabilities of two trains in the transfer process. Based on the user equilibrium conditions under uncertainty, a mean-excess equilibrium assignment model for railway networks is formulated and solved using a path-based traffic assignment algorithm. An illustrative example is presented to demonstrate the model and solution algorithm.",
