Abstract
Building sector contributes a large part of total energy consumption. For the past 20 years, Building Energy Consumption in China has been increasing at more than 10% each year. Currently, there are nearly 40 billion m2 buildings in China. 95% of existing buildings in China are "highly-energy-consuming". The potential energy saving for existing building energy efficiency retrofits in China is massive. According to the characters of existing buildings' energy consumption, buildings energy consumption is divided into 5 categories. Because of the complicated energy consumption characters in China, there are many technological, managerial, and economical obstacles to conduct EEREB in China. Three main obstacles are analyzed in this paper: (1) lack of basic statistics data of energy consumption, (2) lack of money, (3) lack of policy support within the decision making process. At last, a framework for EEREB in China. This framework indicates government should combine with market and public together to organize the EEREB, and create a good environment to clear the obstacles and support the EEREB project.
